The California Veterinary Medical Board issued a lengthy and detailed citation against Louis Schwartz, DVM. To the dismay of plaintiff, the Board only fined Dr. Schwartz $500 for five Class "C" violations that led to Lazlo's death. Under the Board's own regulations, the minimum fine should have been $10,000 -- or $2,000 per violation. (Cal. Code Regs., titl. 16, sec. 2043(c).)
